Before you begin construction, plan where you will put the wine rack. To ensure quality and flavor, be sure the wine is stored in the correct environment. Be sure your wine is stored at a low consistent temperature with low levels of light. Keep your wine away from direct sunlight above all else. That is a cardinal sin of wine storage. You don't want the temperature to fluctuate while it maintains around 58 degrees. Store the wine on its side so it keeps the cork moist. If you already have your wine cellar storage built, your job is 90% done.
A wine club membership will send you all the fine wines you need to grow your assortment little by little. As your collection grows, you will need more wine rack storage space. Hanging wine racks are very popular. Each shelf of those racks will keep many wine bottles. They also allow for easy identification and retrieval of wine bottles. Metal wine racks and wooden wine racks make excellent choices. Don't be afraid to ask for a discount if you are purchasing in bulk. Wine rack plans are a dime a dozen, if you go that route then you can save a lot of money.
A DIY wine rack is probably the cheapest option out there. Many people enjoy making their own wine rack, you can feel very proud of what you've made. A jigsaw, sander, and drill are pretty much all you need to make most wine racks. For simple projects, you can expect to pay less than $10 for equipment.
Likely the cheapest option is to build your rack with wood and bricks. Put the planks on top of the bricks to make shelves, and use other pieces to divide the shelves up. You make the call how expensive your wine racks will be. Making a budget wine rack is a great cheap and easy option that is simple to do for anybody. I have two types of wine storage units–one is a simple, three-column wooden wine rack that I use in my living room (away from light and heat!) to store frequently-consumed wines, and another is a Le Cache wine cabinet that works wonderfully to hold my more specialty wines. The latter is an investment, but well worth it; both were purchased online at Vintage Cellars, and I’m very satisfied with my decisions!

Those simple wood wine racks are great for frequently consumed wines! They allow easy access and can look beautiful as well. We never understand why so many people choose to hide their wines away in a dark kitchen cabinet unless it is a rare and expensive bottle that needs to be stored under those conditions.
